Summary:The policy of local partition in 2003 has actually caused significant change in asset management system in Central Halmahera Regency due to the transfer of regency�s capital from Soasio to Weda, the decreased width of territory, the redistribution of asset, the mutation of civil servants in a large number of 2.414 people, and the minimum of regional infrastructures. The condition led to the more comprehensive management of development, particularly in infrastructures by reconstructing those in favor of governmental and public service activities. The focus on infrastructure development ignored the importance of best asset management. As a consequence, in the five last years of 2006-2010, the Financial Inspection Board of the Republic of Indonesia consecutively stated disclaimer opinions on the Financial Statement of Local Government of Central Halmahera Regency due to, among others, the low performance of asset management. Based on the phenomenon, this study focuses on the determination of some key factors influencing the asset management of land and real estate. The factors are reconstructed from the combination of asset management concepts in corporate context that were adapted into public sector. The study also analyzies the roles of management at each level in improvement of the performance of asset management particularly land and real estate. Data were collected by a survey technique with 62 respondents as governmental apparatuses closely related to the authority of local asset management, which were determined by a purposive sampling technique. By the methodology of Expectation-Perception-Importance (EPI) and the Importance Performance Analysis (IPA), result of the study indicates that the key factors were analyzed on the basis of respondents� answer in three perspectives, i.e. expectation, perception, and importance, to finally determine priority in improving the performance of land and real estate management. Assessment on perception of the performance of land and real estate management based on management�s role at each level was done by the Kruskal Wallis�s one-way analysis of variance. Result of the analysis indicates that among the key factors influencing the performance of land and real estate management, the perception of performance was generally lower than its expectation and its importance. The weaknesses found in Local Government of Central Halmahera Regency were related to information system, legality, control, assessment, and optimization with lowest scores, so the aspects should be paid attention as the highest priorities to be handled. Result of the Kruskal Wallis�s analysis of variance shows that there was a significant difference between perceptions of the performance of asset management based on the roles of each management level.
