management has strategic and vital function since about 80 percent of government
assets formed as fixed asset which were land and building. Asset management held
a very important role for local government such that in managing the asset the
government has to have a firmed procurement plan, utilization, and disposal. Land
and building assets of Dairi regency has not been managed optimally. This regency
does not have enough asset database therefore the ability to control assets is weak,
ownership is not clearly defined, many idle assets that are not utilized, incapable of
generating benefits to government economy. In order to resolved these issues,
Land and building assets management can be conducted by implementing asset
management concept with Geographic Information System (GIS) application to
produce asset database that gives comprehensive and accurate information so the
government can manage assets professionally, transparent, accountable, effective
and efficient. This research aims to applying asset management method by using
database and asset management information system based on GIS to optimize
utilization of land and building assets of Dairi regency. This research used a
descriptive methodology through technical interviews with relevant parties of asset
management and field observations at land and building assets of the government
of Dairi regency stated in Sidikalang district. |
