Summary:Sukuh is very unique temple observed from various aspects such as architecture, relief, statues, and its supporting environment. Based on interpretation from its relief and statues, Sukuh Temple functions as a place to liberate someone from curse after conducting a wrong deed in life. The function of the temple conveys a moral lesson that people should avoid mistake if they want attain happiness in life. This moral value should be preserved in order a now and next generation can inherit it. To preserve this moral value, efforts need to be conducted to look after the archaeological remains. Sukuh Temple has been exploited for tourism and contributes a great advantage for economy. In the other hand, tourism activities also have negative impacts on Sukuh Temple and its environment. The problems become more complex when the local government of Karangayar Regency creates new tourism attractions such as art festivals and ritual events which take palce at the core zone of Sukuh Temple. The art festivals and ritual events lead a conflict between two stakeholders, local government of Karanganyar Regency and the Culture Heritage Preservation Office of Central Java. The aim of the research is designing the utilization model of Sukuh Temple as tourism attraction which still considering the preservation of physical aspects and the culture significant of the culture heritage. This research is also aimed to resolve the conflict between the local government of Karanganyar Regency and Culture Heritage Preservation Office of Central Java using an appropriate method. The first step is collecting data through observation and interviews with several sources. The next step is identifying the conflict using some tools consisting conflict tree and conflict mapping analysis. The final step is designing the intervention action plan using garlic analysis, factors that support conflict analysis, conflict strength analysis and entry point. Several solutions are offered in managing Sukuh Temple through identification and organizing stakeholders, capacity building, and product development. Identification and organizing stakeholder give an alternative to resolve the conflict. Based on the fact, conflict occurs because lack of understanding on how managing preserved culture heritage. As the entry point resolving the conflict, raising the competency of human resources who involve in managing Sukuh Temple is needed through training and workshop. These programs can invite a neutral speaker from chosen university. Capacity building is focused on the training of local guide to be a culture heritage specialist guide. Product development concerns with designing information center, museum, leaflet, map, and book. The solutions are not only covers on management strategies but also redesigning the land use and deciding the type of supporting attractions to retain the culture significant of Sukuh Temple and rise the tourist experience.
