| Summary: | In line with the challenges of globalization and the demands of regional autonomy, Belitung Timur Regency as a new regency is expected to catch up with the accelerated development through the application of information and communication technologies into the environment of government (e-government). With the infrastructure and e-government applications that have been built now, the use of ICT within the Belitung Timur Regency is already underway. However, the infrastructure and applications supporting e-government that have been built now in the management and development is still constrained by the limited amount of expertise and human resources that owned by the Transportation Agency as a working unit that perform information technology and communication in Belitung Timur Regency.
If the organization does not have enough resources to build, maintain and / or operate the systems and information technology, there is the option to involve external parties (IT outsourcing). IT outsourcing is a strategy that is considered able to overcome the existing problems in Transportation Agency of Belitung Timur Regency. Strategic implementation of IT outsourcing in Transportation Agency of Belitung Timur Regency have been prepared based on the Framework for The Process of Outsourcing, tailored for use in public sector organizations. Strategy carried out in stages starting from the preparation phase, the selection of providers of phase, transitions phase, managing relationship phase, and reconsideration phase.
