While the occupational safety and health (OSH) behaviors it self according to some previous studies is significantly influenced by a safety culture. Thus, to reduce the rate of occupational injuries should begin by establishing a good safety culture within the company. Some research on safety culture in manufacturing industry has not been specifically discussed the metal smelter industry. Case studies conducted at PT. X, an aluminum smelter company, which from the results of investigations conducted by the company, found that most accidents are caused by unsafe behavior of workers, and 71.8% of workers involved in the accident came from the production department. The study begins with a hypothetical model that consists of 13 factors of safety culture and OSH behavior factor. This model is then evaluated using structural equation models with partial least square (PLS SEM). The data in this study were obtained by conducting interviews and observations of the behavior of the employees of Production Department PT. X using a questionnaire. Model evaluation results showed that the two factors do not influence on K3 behavior, 6 factors negatively impact OSH behavior, and 5 factors provide a positive influence on OSH behavior. Most influential factor to the behavior of K3 is the factor of worker involvement
