(Environmental Engineering)) Sustainability issue is an on-going interest globally where there is a growing need for an assessment that could take different factors of analysis into account. The multitude of indicators used in the assessment has large volume of data that are unstructured and complex. This issue can be mitigated with fuzzy sets which is seen as an applicable method to deal with ambiguity, subjectivity and imprecision in human reasoning. The aim of this research was to develop a compact and holistic set of urban sustainability indicators via Delphi method where 13 local and international experts from economic, social and environmental backgrounds were involved, and to create an assessment tool using pre-conditioned modified fuzzy linguistic scale (FLS). The tool was then used to assess and compare the sustainability performance of Kuching and Kota Kinabalu cities. As a result, a total of 296 indicators were reviewed via a set of criteria resulting in 40 indicators. These indicators were then further eliminated using pairwise comparison using the average-based condition which resulted in a set of 17 compact and holistic urban sustainability indicators. Kuching scored 0.674 where it performed better in terms of lower water consumption, higher water quality, more access to clean water, more open space for public usage and lower crime rate. Kota Kinabalu scored 0.474 where it performed better in terms of more connected waste waster treatment plants, lower reported cases of dengue fever, lower electricity consumption and more protected areas in the city. On the other hand, both cities were found to perform quite similarly in regards to high employment rate, high urbanization rate, moderate air quality and less areas prone to flooding. In a nutshell, the utilisation of FLS is able to be applied in measuring the sustainability performances of the cities.
