(Land Administration and Development)) The housing delivery system is a process that enables people to fulfil their basic needs for a shelter that involves many processes and stakeholders. The Build Then Sell (BTS) system was introduced in 2007 to address the issue of abandoned housing under the Sell Then Build (STB) system. Although the BTS system is seen to be able to resolve issues in the housing delivery system, there are still issues of abandoned houses every year. Some issues in BTS system have caused the developers to refuse to implement this method. Furthermore, only financial issues are emphasized as the cause of refusal to implement BTS system, while issues in construction project management are less highlighted. Therefore, a study was conducted to ensure the housing delivery system in Malaysia can be implemented without burdening any stakeholders and at the same time reducing the recurring of housing-related problems. A quantitative study was conducted to address the objectives of this study. A total of 300 questionnaires were distributed, personally and through email, to developers registered under Real Estate and Developers Association (REHDA). Descriptive statistical analysis (frequency analysis) and relative importance index analysis (RII) analysis were used to determine the importance level of BTS system success factor. The findings indicated seven items were categorized as ‘very important’, which were developer incentives, development approval period, financial, quality contractors, team selection, problem solving and communication. The results showed that the respondents agreed that the success factors of BTS system have a significant relationship with the project success factor. The project management factor was a major contributor to BTS success factor. This clearly proven that financial factors were not the only factors causing poor housing delivery system. Findings from the evaluation and validation process were used to develop a relationship model between the success factors of the BTS system and the project success factors. The model has further strengthened the need for construction project management in the BTS system apart from considering the financial issues alone in producing an effective housing delivery system.
