description <p>The directionality of innovation, which bears significant developmental consequences, is under-researched. Green industrial policy, on the other hand, is perceived as important to foster green structural change. Whereas the theoretical and empirical understanding of the nexus between green industrial policy and directionality of innovation is insufficient, and systematic, in-depth empirical research in developing countries and emerging economies is scarce. The thesis attempts to fill the gap by investigating the political economy of directionality of innovation in early industrial green transformation in the emerging economy of China.</p> <p>Based on an interdisciplinary framework built up in the thesis, an embedded, longitudinal case study is conducted on China’s early transition to electric mobility from early 1990s to 2020. Regarding direction of innovation, the analysis shows that green industrial policy can facilitate technological substitution by intervening into the process of technological through its selectivity. However, such selectivity may also result in system gap that leads to undesirable lock-in and constrains the industry’s capacity in technological substitution in the longer term. It is found that this partly counteracting result is attributed to business firms’ heterogeneous responses in their innovation strategies and activities characterised as “system building”. The effectuation of green industrial policy at the level of policy objective – business firms, can only be understood sufficiently by being examined as an integral part of the incentive structure firms are embedded in, and looking at the conditioning role of technological capabilities and resources at organisational level.</p> <p>The thesis contributes to literature in (green) industrial policy, innovation system’s approach, and understanding of firm innovation activities and processes in the context of transformational change. It also bears important policy and management implications for green transformation of industrial sectors in developing countries and emerging economies.</p>
