Summary:This chapter examines the role played by the concept of legitimacy in EU administrative law. The discussion begins with consideration of formal legitimacy in relation to the different institutions that participate in EU administration, irrespective of whether they are located at EU or national level. The focus then shifts to discussion of legitimacy as judged by amenability to judicial review and to the equally important, albeit less well known, issue of the targeting of judicial review. This is followed by brief consideration of political accountability and EU. The chapter concludes with lengthier analysis of the importance of substantive/output legitimacy in the context of EU administration.
