description Sino-Russian energy cooperation during the last two decades has witnessed many ups and downs. The preparation process that started during the 1990s to build the groundwork for bilateral energy cooperation continued until the first half of the 2000s, but Sino- Russian oil and gas cooperation during this period produced very few concrete results. The most tangible achievement was the completion of the first section of the Eastern Siberia Pacific Ocean Oil (ESPO) pipeline at the end of 2009, along with the spur pipeline to China at the end of August 2010. The second stage of the line was completed at the end of 2012.
