| Summary: | The exclusion of any section of local residents from access to public services poses a challenge for local authorities across Europe. It undermines their capacity to deliver on key policy objectives including reducing street homelessness, protection of public health, crime prevention and child protection, as well as their responsibilities as duty bearers under international and European human rights law. This policy brief sets recommendations for local, regional, national and European authorities.
