Summary:Before producing an Environmental Impact Assessment (EIA) report, scoping must be done to collect information of the project area and identify the key significant impacts towards the environment surround the project area. Term of Reference (TOR) is the output report for the scoping process. A study is carried out to review the TOR on SEIA Tanjung Aru Eco Development. This study is to study the weakness of the TOR and provide suggestion to improve the TOR on SEIA Tanjung Aru Eco Development. A checklist is developed to check on the TOR for the missing part of the TOR. Study shows that the TOR on SEIA Tanjung Aru Eco Development comprised the weakness of others EIA and TOR report in global which are alternatives consideration, baseline data collection, mitigation measures and environmental monitoring program (EMP). However, the impact mitigation is described clearly in the report. Suggestions were provided to improve the TOR by referring to checklist which produced to avoid any missing parts in TOR.
