description An evaluation on the effectiveness of the recycling programs had been done to identify the factors that will influence its implementation and some solutions are suggested to overcome the problems. Methods that have been utilised in the research were waste auditing and questionnaire survey. The research was done in SST and college CID within two weeks in November of year 2007 and January of year 2008 respectively. Wastes have to segregate according to four categories, which are plastic, aluminium cans, glass, paper and organic waste. Total waste generated and each category of waste was recorded especially the recyclable materials. The questionnaires were randomly distributed to the students (as respondents) where involved 400 papers in SST and 300 papers in college C/D. There were five sections included respondents' background, source of financial support, expense style, waste discard and opinion or understanding regarding to recycling programs was surveyed in the questionnaire. The results from the waste auditing were presented in the graph bar for comparison between the two months changes. Statistical analyses (Chi-square test) had been done on the selected response from the questionnaire by using SPSS. Only the genders variable in both study area showed the significance value (p <0.05) with the level of understanding and implementation. Others independents showed insignificant value (p >0.05) with level of understanding. Some factors that may influence the program had been identified included student's attitude and behaviours, lack of enforcement, no consistency promotion of programs and some weakness of the provided containers. Hence, suggestions to improve the programs such as organizing more attractive programs provided more durable containers and strengthen the enforcement. As conclusion, the recycling program was less effective implemented in UMS and necessary step is needed to improve it.
