dan lain-lain lagi. Adalah jelas sekarang pertumbuhan tidak
dapat menjamin taraf kehidupan orang-orang miskin boleh dibaiki
ataupun jurang di antara orang-orang berada dengan tidak berada
dapat disempitkan.
Discussions on developmental problems have undergone
a remarkable shift in the last decade. During the 1950's and 60's,
policy makers and economist stressed on the importance of growth in
production as the solution to the problem. Many development
strategies are oriented towards this goal e.g. technolojical
innovations, aids, high variety yeilds etc. It is apparent now
that growth provided no guarantee that the standard of living of
the poor would always improve nor that the gap between the rich and
the poor will be narrowed. When this approach was rejected, many
analysts thought of creation of employment opportunities as a
substitute policy orientation.
