One of the major requirements is to predetermine the value of Available Transfer Capability (ATC) in order to assist in the process of allowing or denying any transactions in the market environment. The North American Electric Reliability Council (NERC) defines [2] ATC as a measure of the transfer capability remaining in the physical transmission network at any instant for further commercial activity between a given pair of points over and above already committed uses. |
