social conditions may also be associated with positive externalities namely when an individual and firm that decided not to receive the full benefit of the result in infrastructure development.As a whole based on the expression 5 and 6 of development theory that affected by infrastructure proposed major shift in government spending towards infrastructure that will generate possible effect through existence adequate high efficiency level of public investment.If efficiency level of investment is low then direct impact of public infrastructure on output quite limited.
