description There is a need for social welfare development experts to take the lead in developing community and people-centered disaster preparedness and recovery plans from a position of empowerment that upholds international humanitarian instruments, and minimizes the break in the continuity of immediate humanitarian interventions.Interventions so that the delivery of human services transitions into ongoing-onsite social welfare development that is sustainable and community based.Social workers as social welfare professionals are in the position to bridges the gaps and bring into the humanitarian field the professions values and practice when responding to the rapid changing context.Social workers also have the capability to provide leadership, and help provide links that can bridge and thus provide the continuity of self-help among communities.
