description The annexation of the Philippines by the United States in the wake of the Spanish American War and subsequently by the Filipino-American War,was justified by President William McKinley amidst vigorous opposition by anti-imperialist groups in the mainland as one of benevolence; the American mission in the Philippines was not of exploitation but of development, civilization, education and self-government.The process of civilization, during the American regime (and at any other time) is vague, to say the least. Education was a matter which almost entirely fell under the province of the executive branch of the government. Self-government was primarily legislated by the United States Congress: the Philippine Bill of 1902 set the legal framework for the eventual establishment of an all-Filipino Philippine Assembly in 1907, while the Jones Law of 1916 completely removed the Americans from the legislature by abolishing the Philippine Commission and creating the all Filipino Philippine Senate.
