by Tunku Abdul Rahman, the first Prime Minister of the Federation of Malaya, in laying the foundation of a civil service which upholds integrity.This was reflected in the selective appointment of civil servants whose sense of integrity helped to built a positive image of the nation; according due opportunities for women in the civil service; implementation of the Montogomery – Esman Report and formation of Anti-Corruption Agency. Tunku had indeed contributed greatly towards forging a model civil service. |
