Summary:Sharing information electronically has helped local agencies to increase their productivity and performance.At the same time, it improves the process of policy-making by providing better public services to citizens. However, only a few studies that examine the issues influencing the electronic information sharing among local agencies in developing countries, especially in Iraq have been found.Electronic information sharing among the government components represents one of the most important communication engines for better electronic government services. Indeed, government agencies usually depend on information provided by other government agencies, making the electronic information sharing crucial for effective interorganizational operations management in the government. Thus, this study aims to determine the issues affecting information sharing among local agencies in Iraq, especially in Dhi-Qar. There are two reasons for selecting this local government.First, it is considered as the first province to have applied electronic government services. Second, in this province, there is an information sharing project since 2004, the implementation of which is still uncompleted. With regard to data collection approach, qualitative method, phenomenological approach is exploited for this purpose.In brief, sixteen participants participated in this semi-structured interview.The findings have shown that information security and physical security issues have a crucial effect on information sharing among local agencies in Dhi-Qar province.Furthermore, this study highlights numerous recommendations that can be used to improve information sharing among local agencies in different local governments in Iraq.
