Thus, utilizing this technology could be of great significance in providing education as-a-service for all in developing countries Higher Education Institutions. Despite its ample benefits, universities in developing countries, especially Sub-Saharan Africa are still reluctant to adopt it. A mixed-method technique will be utilized in this study. Therefore, using a Diffusion of Innovation and Technology, Organization and Environment (DOE) theories and other contextual variables relevant to the study, this study aims to investigate the factors that influence the intention to adopt Infrastructure as-a Service-Based e-Learning model.
