description The budgetary slack is a common figure in any public sectors, however, as the excess of requirements for resources or understatement of productive capability, the difference of those magnitudes indicates the disability of government officials to take into account all chances and risks in the future.This paper aims at analyzing the variance of expenditure in the case of Jakarta province over the period of 2004-2007.Based on the statistical analysis, the study reveals that there are significantly budgetary slacks.In context of entrepreneurship, the improvement of the entrepreneurial spirit in the public sector is necessary to minimize budgetary slack.
