    “…iâ��SUF  is  one  of  Local  Government  of  Surakartaâ��s  policy  which  aim  to  alleviate the slums. It is managed by Badan Usaha Layanan Daerah Griya Layak  Huni  and  the  fund  was  supported  by  UN  Habitatâ��s  grant.  This  program  is  addressed to low income slum dwellers and provides two kinds of services, they  are technical assistance and credit enhancement.   This research aims to analyze (1) the effectiveness of iâ��SUF program and  (2) the factors that affects the effectiveness of iâ��SUF program. Effectivness is one  of the criteria of evaluation to examine if a policy alternative could reach its goal.  The  goal  for  this  program  is  to  help  people  build  their  healthy  and  affordable  habitat  and  access  financial  services,  thereby  improving  their  productivity  and  capacity to successfully manage their social and commercial endeavor.    This  researchâ��s  result  shows  that  this  program  still  encounters  some  constraints that hold up the effectivity of the implementation. Itâ��s shown in the  small number of the coverage, where the ratio between the number of recipient  is very small compared to the number of slum dwellers. The accessibility of this  program is also still limited for the poors due to their limited ability in providing  the  requirements  needed.  Peopleâ��s  participation  in  decisionâ��making  process  hasnâ��t  been  accomodated  properly  especially  when  the  financial  institutionâ��s  services involved.The low effectiveness of this program is due to some affecting  factors,  they  are:  (1)  Characteristic  of  the  implementing  organization,  (2)  Characteristis of program treatment, (3) Public perception, (4) Carrying Capacity  Of Stakeholder  It is recommended that BLUD GLH to work together with cooperatives as  the financial institutions…”
