    “…In the opening UUD 1945 Republic Indonesia  has been formulated that one of the aims of the formation of the state of oneness of the Republic of Indonesia is protect and all the people of Indonesia and the whole spill blood Indonesia . It showed that the Indonesian government has the obligation of to protect the biosphere all the people of Indonesia country and in order for the execution of the obligation is able to  accomplish  a  purpose  and  target  ,  hence  it  takes  availability  of  data  inhabitant  of  being  accurate through the administration of demography . Availability of data inhabitant of being accurate allow the government  can  know  correctly  and  clear  the  identity  and  the  number  of  inhabitants  including  the status of personal and the legal status any event demography and important event that is experienced by  inhabitant  of  who  are  inside  and  /  or  outside  an  area  of  the  state  of  oneness  of  the  Republic  of Indonesia .  When scrutiny empirically state management of the administration of the settlement to the present, the Government  is  still  confront  issues,  inter  alia:  Identification  Card  identity  abuse  include:  the  fake  ID CARD  or  ID  CARD  Doubles  so  an  accurate  population data,  the  more  difficult  it  is  manifested.  If  the problem is not addressed effectively, then it can not accurate situational data population in regional or national  scale  scale  can  lead  to  the  implementation  of  public  policy  is  not  effective  and  a  variety  of programs and activities of Government and development less than optimal in an effort of public service and improving the welfare of society. Therefore, the Government should take the policy and  strategic measures  to  build  and  leverage  existing  Information  System  of  population  Administration,  as  the implementation of UU No. 23/2006  about the administration of the Population.  This research uses qualitative research design approach or a descriptive research techniques. The  data source  or  the  informant  in  this  research  comes  from  the  officials  and  staff  at  directorate  generals (Ditjen)  Population  and  Civil  Registry  of  the  Ministry  of  the  Interior.  Determination  of  the  amount  of source data (the informant) in the research is based on the technique of snow balling. Techniques of data collection is carried out by observation, interview and documentation. Data analysis technique that  is used is the method of Triangulation. Results of the analysis of data and implementation of information  system  of  population  administration,  concluded  that  the  implementation  of  the  settlement  administration information system has not resulted in an accurate population data for Indonesia,  which was shown from multiple data as much as 7.078.538 inhabitants and a total population of difference in the  data  Kemendagri  259.940.857  version  as  much  as  the  soul  and  the  BPS  as  much  as  237.556.363 inhabitants. Thus, it can be inferred that settlement administration information system effectiveness yet optimÂ…”
