My criticism of this claim consists of a two-pronged attack: section 7.1 argues that the means which one adopts to achieve an end can never be decided on morally neutral grounds because which criterion one employs as a standard in terms of which various alternative courses are to be judged, as well as the concrete meaning one gives to this criterion (such as efficiency), cannot be decided on objective grounds; section 7.2 asserts that, even if such means were determined on neutral grounds, to adopt solutions which are technically the best in obtaining a given end is itself a political act reflecting a definite moral view as to what society ought to be like (I attempt to demonstrate that this is the case by showing how one might wish to reject such scientific solutions to a community's political problems on moral grounds. …”
