description This paper discusses the restructuring of the elementary school in Brazil in the first decades of the Republic as a social-political process that integrated the tension between State policies and the development of nationalism. It was found that the demand for the effective participation of government in the fight against illiteracy and the expansion of the elementary school as condition for the exercise of democracy were part of the crises of federalism in Brazil in parallel with the growth of ationalism.
