| description | The article is aimed at a further development of the theoretical-methodological support together with elaboration of practical recommendations on the State regulation of housing and communal services in Ukraine. The stages of formation of mechanism of the State regulation in the sphere of housing and communal services have been considered, its main principles, functions, and models have been allocated; methods for reforming housing and communal services have been implemented through the use of the multivariate statistical analysis techniques (the integral rating evaluation and the cluster analysis). The groups of administrative territories with common problems were defined, using the integrated indicator of the level of development of housing and communal services in the individual regions each of them was evaluated and rated. The most effective levers of the State regulation have been determined. A matrix of the management strategy has been developed, thus allowing adaptation to the level of development in an individual region. Some basic strategies for management of housing and communal services have been proposed, following which the corresponding priority directions of regulation on the basis of assessment of the status of development of the sphere of housing and communal services can be elaborated in accordance with the relevant components and the existing potential. |
