Measuring the enjoyment of rights in Colombia

Colombian law protects the fundamental rights of IDPs butthe country lacks policies to guarantee respect for thoserights. This structural gap is recognised by the ConstitutionalCourt, the highest judicial organism of the state, and recentdevelopments offer hope of change.
