description Background: Achieving quality of service in hospitals can be done through human resource management or workforce management, also called Hospital workforce management which includes analysis of current and future manpower needs, recruitment, selection, appropriate placement, promotion, retirement (separation), career development, education and training. Circumstance differences between the permanent and contracted personnel remain influential on the work commitments. Occupational discipline of the personnel is an absolute issue. Therefore, it is necessary to reinforce appropriate discipline for each personnel. Objective: The research aimed to determine differences in work discipline among the civil servant human resource and contracted personnel. Method: The research applied a descriptive study combining concurrent designs (concurrent mixed methods). Result: Civil servant nurses who performed occupational discipline at the poor level were 40% and the contracted nurses who performed occupational discipline at the poor level were 0.7%. However, there have been factors which might make the contracted nurses perform good discipline compared to their civil servant fellows. Factors which may distinguish it were sanctions given to personnels coming to work late and non-attendance in the form of salary reduction. Conclusion: There are differences between the discipline of civil servant and contracted nursing personnels during their in working hours. Input factors which mostly distinguish the working hours discipline of the civil servant and contracted nursingpersonnels are the age and years of service. Where the older the age and the longer the time of service, the worse the level of discipline becomes. Process factors which distinguish the discipline of civil servant and contracted nursing personnel are tehe sanction imposed.
